ATR: Is this dispatcher another affirmative action parasite?
She's a female of color.
Is she an "indigenous" person from the reservation?
She has Asian eyes and she lives in Fort Smith, a city on the border of Indian Country.

Should the dispatcher have been fired long ago, or was she not because she is a member of multiple protected classes?
