R.C.: He had fled to Mexico because he's a Mexican national who is here illegally.
Some decades ago it had been announced that over a fifty year period about 50,000 military personnel their assignment in some manner involving nuclear weapons had lost their security clearances and access to atomic munitions. Almost all from heavy drinking of alcoholic beverage.
