“A pedestrian hit by a car and trapped underneath it early Saturday morning has died. Montgomery County police have identified the victim as 30-year-old Inmar Alejan Garmendez-Escobar, of an unconfirmed address.”

Silver Spring, Maryland used to be lily white and crime-free.
