The Philadelphia police not so long ago were passing out maps at the airport warning tourists what neighborhoods to stay out of. I think some foreign governments do the same for their citizen traveling to the U.S. Certain areas to stay out of. And for good reason.
My wife and I will be spending one night in SA on our wedding anniversary. If I'm not mistaken, we'll be staying in the "Tourists/Downtown/DWI Hotel" area.
