I expect much better from Rocco Paras¬can¬dola, who is one of New York’s top crime reporters, and one of those whose work I relied on in my own exposé of the NYPD’s fakestat practices of statistical fraud. By contrast, it is just what I would expect of Thomas Tracy. I haven’t seen much of Tracy’s work, but what I have was not good.
During the 1990s, the Street Crime Unit (SCU) got thousands of guns off the city’s streets, and made thousands of busts, though not all of them for illegal possession of a firearm. The unit’s success made it a target among the pro-crime media and of black counter-police who had infiltrated the NYPD, to aid and abet colored criminals.
“[NYPD Chief of Department James O’Neill] said officers from the new team won’t be jumping out of police cars and making street arrests, focusing instead on building cases through intelligence and evidence gathering.”
If the new unit won’t be jumping out of cars to make gun busts, it won’t be making any gun busts.
Here’s how you make a gun bust: You see a mope walking down the street with a big lump in the front or back of his waistband, or across the back of a long winter coat he’s wearing on a sweltering July day. (It ain’t rocket science—some of these descriptions are from my own observations.)
Chief O’Neill is talking about the kind of work that would go into busting major gun traffickers. But as far as I know, major traffickers are not controlling the flow of guns in New York City.
Thus, either the new unit will operate like SCU, or it will exist only as propaganda.

THE NYPD has created a new unit with a sole mission to rid the streets of guns, officials said Wednesday.
But the new Citywide Anti-Crime Team will be nothing like the Street Crime Unit, which was disbanded in 1999 after the shooting death of unarmed immigrant Amadou Diallo, officials said.
“It’s not the same mission as street crime. It’s very targeted enforcement against people that carry guns and commit violent acts,” NYPD Chief of Department James O’Neill told the Daily News.
“This is something that we talk about all the time. We know the geography. We know the people involved. So it just makes sense to have a group of seasoned cops and supervisors target those individuals — and that’s how we’re going to push violence down further than it is now.”

The Street Crime Unit — which had the motto “We Own the Night” — was axed after Diallo was shot 19 times while reaching for his wallet by cops from the unit in 1999.

The unit was created less than two weeks ago.
There cannot be any gun toting hoods 8n NYC. Guns are outlawed in NYC. For a long time too.

Like you are provoking an wild beast in the wild game park. "Don't get outta your car, don't approach the animals, don't make wild arm and hand motions, don't wear certain types and color of clothing, don't make eye contact". Etc.
The wild beast will only respond with violence.
