    For many decades the U.S. had Icelandic military bases. As part of the treaty between the U.S. and Iceland, it was stipulated by secret clause that at no time could any more than a certain small number of American negro military personnel be stationed on the island. NOW the shoe is on the other foot. How times have changed.
