Progressives to Launch an Environmental Impact Statement on U.S. Immigration Policy

On Wednesday, August 1, 2012, Progressives for Immigration Reform (PFIR) announced a major new project: an Environmental Impact Statement (EIS) on U.S. immigration policy. PFIR also unveiled the website for the new project, and invited public comments on the proper scope and parameters of the study.

In recent decades, American environmentalists have debated about whether or not to weigh in on U.S. immigration policy. Many environmentalists have wondered:

* What roles immigration and population growth play in driving the problems environmentalists seek to solve?
* Can these problems be solved without addressing immigration and immigration-driven population growth?
* What are the policy choices with regard to immigration levels, and how can we choose fairly and wisely among them?

The main policy decision to be evaluated in the new EIS is what level Congress should set for annual immigration into the United States. Current legal immigration into the U.S. is now approximately 950,000 people per year, while an average of 300,000 to 400,000 people immigrate illegally.

According to Dr. Philip Cafaro, a principal investigator in the study: "The EIS will identify a number of plausible alternative immigration scenarios, regarding how many immigrants to allow into the country annually. The study will also develop demographic projections specifying future U.S. populations, based on these different annual immigration rates." This will be followed by detailed analyses examining the likely ecological impacts of different population sizes in areas such as; urban sprawl and farmland loss; water demands and withdrawals from natural systems; greenhouse gas emissions and resultant climate change; habitat loss and impacts on biodiversity; energy demands and national security implications; and the international ecological impacts of U.S. immigration policies.

"The EIS project aims to develop a thorough, objective analysis of the ecological impacts of U.S. immigration policy, so that policy decisions can be made in full knowledge of those impacts," stated Leah Durant, Executive Director of PFIR.

PFIR hereby solicits public comment on the scope and methodology of this new Environmental Impact Statement on U.S. immigration policy. This initial "scoping" phase of the study will last through October 1. More information can be found by visiting http://www.immigrationeis.org/.

Benjamin Netanyahu Says World Must Draw “Red Line” for Iran

UNITED NATIONS — Israeli Prime Minister Benjamin Netanyahu warned Thursday that Iran will have enough enriched uranium to make a nuclear bomb by next summer and urged the world to draw a clear "red line" to stop it in its tracks.

Saying it was getting "late, very late" to stop Iran, Netanyahu flashed a diagram showing the progress Iran has made toward creating a bomb. He said Iran had already completed the first stage of uranium enrichment, and then he drew his own red line on the diagram to highlight the point of no return – the completion of the second stage and 90 percent enrichment.

"Iran is 70 percent of the way there and ... well into the second stage. By next summer, at current enrichment rates, they will have finished the medium enrichment and move on to the final stage," Netanyahu said. "From there it is only a few more weeks before they have enriched enough for a bomb."

Netanyahu has repeatedly argued that time is running out to stop the Islamic Republic from becoming a nuclear power and the threat of force must be seriously considered.

"I believe that faced with a clear red line, Iran will back down – and it will give more time for sanctions and diplomacy," the Israeli prime minister said. "Red lines don't lead to war, red lines prevent war ... nothing could imperil the world more than a nuclear-armed Iran."

Netanyahu's speech marks perhaps his final plea before Israel takes matters into its own hands. Israeli leaders have issued a series of warnings in recent weeks suggesting that if Iran's uranium enrichment program continues it may soon stage a unilateral military strike, flouting even American wishes.

The Obama administration has urgently sought to hold off Israeli military action, which would likely result in the U.S. being pulled into a conflict and cause region-wide mayhem on the eve of American elections.

Israel considers a nuclear-armed Iran to be an existential threat, citing Iranian denials of the Holocaust, its calls for Israel's destruction, its development of missiles capable of striking the Jewish state and its support for hostile Arab militant groups.

"Given this record of Iranian aggression without nuclear weapons, just imagine Iranian aggression with nuclear weapons," Netanyahu said.

Iran insists its nuclear program is for peaceful purposes but Israel, the U.S. and other Western allies reject the claim. Four rounds of U.N. sanctions have already been placed on Iran.

A U.N. report last month only reinforced Israeli fears, finding that Iran has moved more of its uranium enrichment activities into fortified bunkers deep underground where there are impervious to air attack. Enrichment is a key activity in building a bomb, though it has other uses as well, such as producing medical isotopes.

While Israel is convinced that Iran is pursuing a nuclear weapon, American officials believe Iran has not yet made a final decision to take the plunge, even as it develops much of the infrastructure needed to do so.

Obama has repeatedly said he will not allow Iran to gain nuclear weapons and has said the U.S. would be prepared to use force as a last resort.Israel's timeline for military action is shorter than that of the United States, which has far more powerful bunker-busting bombs at its disposal, and there is great suspicion in Israel over whether in the moment of truth Obama will follow through on his pledge.

Speaking shortly before Netanyahu, Palestinian President Mahmoud Abbas accused Israel of ethnic cleansing for building settlements in east Jerusalem.

"It is a campaign of ethnic cleansing against the Palestinian people via the demolition of their homes," Abbas said in his speech to the U.N. General Assembly.

Netanyahu rebuked Abbas in his own address, saying: "We won't solve our conflict with libelous speeches at the U.N."

Israel conquered the eastern part of Jerusalem from Jordan during the 1967 Mideast War. It later annexed it but the move has not been internationally recognized. The Palestinians want east Jerusalem to the capital of their future state in the West Bank.

Abbas also said he has opened talks on a new bid for international recognition at the U.N., but didn't specify exactly when he will ask the General Assembly to vote.

"Intensive consultations with the various regional organizations and the state members" were underway, he said.

The Palestinians will apply to the General Assembly for nonmember state status.
That stands in sharp contrast to last year, when they asked the Security Council to admit them as a full member state, but the bid failed.

Abbas insisted that the new quest for recognition was "not seeking to delegitimize Israel, but rather establish a state that should be established: Palestine."

Palestinian officials said their bid is likely to be submitted on Nov. 29.

Towson University Tries to Silence Jared Taylor—Please Help

This coming Tuesday, October 2, Jared Taylor, editor of American Renaissance, will speak at Towson University at the invitation of a prospective student group, the White Student Union (event details are here). This will be an “interest meeting” to see if there is sufficient interest on campus to start the group.

The university is doing its best to shut down Mr. Taylor’s talk. First, although students routinely get free space on campus to hold “interest meetings,” this has been denied to the students organizing the White Student Union (WSU). They will have to pay $350 for the meeting room where Mr. Taylor will speak.

Second, the school claims 13 police officers will be needed to secure the event because hostile protesters are expected. School administrators initially demanded that WSU organizers pay nearly $2,600 for security, but later agreed to charge half that amount: $1,300.

It is contemptible that a public university is requiring students to pay outrageous sums simply because others oppose them. Moreover, it is an unconstitutional assault on free speech and assembly (the Supreme Court in Forsyth County v. Nationalist Movement struck down an ordinance in Forsyth County, Georgia, that allowed the county to set fees for events based on how much police protection the event would need).

We hope to resolve this situation legally, but in the meantime, we need your help. We hope to collect the $1,650 necessary by tomorrow at noon to ensure this event will be held. Donations are tax-deductible.

Taxpayers spent $1.4 billion dollars on everything from staffing, housing, flying and entertaining President Obama and his family last year, according to the author of a new book on taxpayer-funded presidential perks.

In comparison, British taxpayers spent just $57.8 million on the royal family.

Author Robert Keith Gray writes in “Presidential Perks Gone Royal” that Obama isn’t the only president to have taken advantage of the expensive trappings of his office. But the amount of money spent on the first family, he argues, has risen tremendously under the Obama administration and needs to be reined in.

Gray told The Daily Caller that the $1.4 billion spent on the Obama family last year is the “total cost of the presidency,” factoring the cost of the “biggest staff in history at the highest wages ever,” a 50 percent increase in the numbers of appointed czars and an Air Force One “running with the frequency of a scheduled air line.”

“The most concerning thing, I think, is the use of taxpayer funds to actually abet his re-election,” Gray, who worked in the Eisenhower administration and for other Republican presidents, said in an interview with TheDC on Wednesday.

“The press has been so slow in picking up on this extraordinary increase in the president’s expenses,” Gray told TheDC. (RELATED: Five shocking truths about Michelle Obama)

Specifically, Gray said taxpayer dollars are subsidizing Obama’s re-election effort when he uses Air Force One to jet across the country campaigning.

When the trip is deemed political, it’s customary for the president to pay the equivalent of a first class commercial ticket for certain passengers. But Gray says that hardly covers the taxpayer cost of flying the president and his staffers around on Air Force One.

“When the United States’ billion-dollar air armada is being used politically, is it fair to taxpayers that we only be reimbursed by the president’s campaign committee for the value of one first-class commercial ticket for each passenger who is deemed aboard ‘for political purposes?’” Gray asks in the book.

“And is that bargain-price advantage fair to those opposing an incumbent president?” (SEE ALSO: Millions of taxpayer dollars used for Disney World conference)

In the book, Gray admits Americans want their president to be safe and comfortable but argues the system should be reformed to stop the amount of unquestioned perks given to the president.

“There is no mechanism for anyone’s objection if a president were to pay his chief of staff $5,000,000 a year,” he told TheDC. “And nothing but a president’s conscience can dissuade him from buying his own reelection with use of some public money.”

Aside from a salary, the president gets a $50,000 a year expense account, a $100,000 travel account, $19,000 entertainment budget and an additional million for “unanticipated needs,” he notes.

Here is a sample of other pricey taxpayer funded perks exclusively reserved for the president:

The president can to appoint high-paid staffers without Senate confirmation: Obama has 469 senior staffers and 226 are paid more than $100,000 a year, according to the book. Seventy-seven are paid as much as $172,000 per year. He also has appointed 43 “czars.”

The president can vacation for free at Camp David: Gray writes that each round trip made to Camp David costs the taxpayers $25,350. It’s also estimated that the combined transportation and personnel costs for a Camp David visit are $295,000 per night.

The president has a full-time movie projectionist in the White House theater: Projectionists sleep at the White House and are there 24 hours a day in case anyone needs to see a movie. “Compared to the 450 times President Carter used the movie theater in his four years in the White House, the average American citizen, according to industry statistics, goes out to see a movie slightly less than five times a year,” Gray writes.

The president’s family’s gets certain travel and security expenses paid while vacationing: “First Lady Michelle Obama drew flack from the media and irate citizens when it was disclosed that, not counting Saturdays and Sundays, she spent 42 days on vacation — within the span of one year.”

The president’s dog gets its own high-paid staffer: “Bo made the news when he and his handler were flown to join the president on vacation in Maine,” Gray wrote about the Obama family dog. “It has been reported that the first family’s dog handler was paid $102,000, last year.”

MESQUITE — The surveillance video provided my Mesquite Police is difficult to watch, but it was terrifying to live through, said Cathy Terry.

She used to be the general manager of the Carl's Jr. restaurant at 2104 North Galloway in Mesquite. She opened the restaurant at 6 a.m. on September 17, and minutes later, a man slipped in.

Surveillance video shows the man pacing through the restaurant, then finding an employee and shoving her in the cooler.

Minutes later, he finds Terry.

"My first thought was, 'This is a joke.' Really, I thought he was kidding," she said. "And then I realized he wasn't."

The gunman — described as 6'-2" and about 180 pounds — was wearing a purple fleece top and black wind pants. He had a blue bandanna over his face.

He pushed Terry around at gunpoint, ordering her to empty every cash register drawer and the restaurant's safe. She said she resisted, telling him the safe was on a time lock and that she couldn't open it herself.

Terry said he put the gun closer to her neck and face and said, "Yes you can." When he pointed the gun at her again and asked, "Do you want to die for Carl's Jr.?" she said she finally agreed to open the safe.

Before he left the store, the gunman shoved Terry into a walk-in cooler with her employee and knocked her in the back of the head with his pistol.

"This was brazen," said Mesquite Police Lt. Bill Hedgpeth. "The quicker we get assistance from the public, the quicker we can find this guy and get him off the street, the safer the public is going to be."

Hedgpeth notes the robber is left-handed, and his gun is chrome or silver and appears to be custom-modified. He hopes those specific details — along with the clear surveillance video — will lead to a tip.

Cathy Terry remained stoic as she was led around at gunpoint, but she's having trouble keeping her emotions in check now. She said her boss gave her a couple of days off after the robbery and then, she says, he fired her for reasons she was told were unrelated.

She choked back tears when talking about the robber.

"What was going on so bad in your life that you had to traumatize mine?" she asked.

Carl's Jr. did not respond to an e-mail asking for information about Terry's termination.

New documents show Mass. chemist’s colleagues questioned her work years before lab shut down

BOSTON — A chemist at the center of a drug lab testing scandal admitted she faked results for two to three years, forged signatures and skipped proper procedures, a police report shows.

Some of Annie Dookhan’s colleagues also had concerns for years about the high number of drug samples she tested and inconsistencies in her work, according to other police reports The Associated Press obtained Wednesday.

Lab employees’ interviews with investigators show they convinced themselves their concerns were invalid or reported them to supervisors who didn’t intervene to stop Dookhan.

Dookhan’s mishandling of drug samples at the now-closed state lab in Boston has thrown thousands of criminal cases into question, authorities say. A handful of defendants already are free or have had their criminal sentences suspended.

Concerns from Dookhan’s colleagues prompted two supervisors to audit her work in 2010, but they just looked at paperwork and didn’t retest drug samples.

It wasn’t until the spring of 2011, when police say Dookhan admitted forging a colleague’s initials on paperwork after taking 90 drug samples from evidence, that things started to unravel for her. Another colleague told police it was “almost like Dookhan wanted to get caught.”

Anne Goldbach, forensic services director for the Committee for Public Counsel Services, which oversees the provision of legal representation for indigent people, said the new documents show the problems at the Hinton State Laboratory are more troubling than originally believed. She said it appears there was unsupervised access to the lab’s evidence office and evidence safe.

While Goldbach said she didn’t see evidence of intentional wrongdoing by other chemists, she said that because Dookhan was in charge of quality control equipment other chemists could have gotten false test results without knowing it.

“The fact that she failed to conduct quality control steps ... it calls into question all the testing done by the lab,” Goldbach said.

Attorney John T. Martin, who represents several defendants whose samples Dookhan handled, said he believes she changed drug weights to meet statutory standards for stricter sentencing.

Martin said in the cases of four of his clients, Dookhan determined that the weight of the drug sample was just 1 gram above the amount needed for a more serious penalty even though police reports made the seizure seem smaller.

Police say Dookhan told them several times in an August interview that she knew she had done wrong.

“I screwed up big time,” she said while becoming teary-eyed, according to the report by investigators for Attorney General Martha Coakley’s office. “I messed up bad. It’s my fault. I don’t want the lab to get in trouble.”

Authorities haven’t filed charges against Dookhan or commented on her possible motives as their probe continues. Dookhan hasn’t responded to repeated requests for comment.

In the Aug. 28 interview with two investigators at her dining room table, Dookhan first denied doing anything wrong when she analyzed drug samples. She changed her story after they confronted her with a Boston Police Department retest of a suspected cocaine sample that came back negative after Dookhan identified it as the narcotic. Police also told her the number of samples she reported analyzing was too high and she couldn’t have done all the tests.

The report shows Dookhan then admitted identifying drug samples by looking at them instead of testing them, called dry labbing.

She said she tested about five out of 25 samples she got from evidence, after routinely getting a large number of samples from different cases out of the evidence room, police say. She also told police she contaminated samples a few times to get more work finished but no one asked her to do anything improper, they say.

“I intentionally turned a negative sample into a positive a few times,” Dookhan said in a signed statement she gave police.

Dookhan also told investigators she routinely skirted proper procedures by looking up data for assistant district attorneys who called her directly rather than going through the evidence department.

State police say Dookhan tested more than 60,000 drug samples submitted in the cases of about 34,000 defendants during her nine years at the lab. She resigned in March amid an internal investigation by the Department of Public Health.

After state police took over the lab in July as part of a state budget directive, they said they discovered her violations were much more extensive than previously believed and went beyond sloppiness into malfeasance and deliberate mishandling of drug samples.

In the August police interview, Dookhan said that in June 2011 she improperly took 90 samples that weren’t assigned to her from evidence and forged another person’s initials on a log book after a supervisor questioned her about it. While Dookhan’s lab duties were suspended after that, she said she disobeyed orders and continued to give law enforcement officials information on their cases.

Two days after her police interview, Gov. Deval Patrick ordered state police to close the lab.

That day, a police lieutenant spoke with Dookhan to tell her she should get an attorney because she could face criminal charges.

Dookhan cried on the phone, saying she didn’t know any lawyers, didn’t have money and was in a long divorce with her husband and didn’t want to involve family.

Chemist at center of scandal: “I messed up”

(NECN: Jennifer Eagan, Boston) - Two State Police detectives visited Annie Dookhan's Franklin, Mass. home at the end of August.

They asked Dookhan about her work at the state drug lab in Boston's Jamaica Plain neighborhood. According to a state police report obtained by NECN, Dookhan admitted to several transgressions at the lab, including doing something called "dry labbing."

"Dry labbing" is described in the report as basically eyeballing drug evidence instead of running the proper tests. For example, a given drug would be identified by sight as cocaine and be marked as such.

According to the report, Dookhan also admitted to contaminating drug samples with true drugs when re-tests of her work found her results did not add up. Detectives say she signed a statement, which read in part "I intentionally turned a negative sample to a positive a few times."

The detectives noticed Dookhan started to tear up and then she said, "I screwed up big time. I messed up. I messed up bad, it's my fault. I don't want the lab to get in trouble."

Dookhan's alleged actions have put thousands of criminal drug cases in jeopardy. State officials have released records showing Dookhan processed thousands more drug samples than other chemists every year during her nine year tenure at the now-closed drug lab.

Dookhan explained to detectives that she did what she did in order to get more work done.

The report also contains interviews with Dookhan's former co-workers. Some told detectives they had brought Dookhan's suspicious behavior at work to the attention of supervisors, but the red flags were at times ignored.

Dookhan has not been charged with a crime. An investigation into the drug lab by the Attorney General's Office is ongoing.

Amid a global recession, catastrophic rates of unemployment in developed [N.S.: The writer means Western; “developed” is Marxist jargon] countries and a rising tide of xenophobia [more Marxist bull], the World Economic Forum, in collaboration with TIME, speaks with Ian Goldin, director of the Oxford Martin School and a professor of globalization and development [Ha! This guy specializes in turning back the clock to the Iron Age] at the University of Oxford, about the likelihood of anti-immigrant policies coming to the fore. Goldin warns that such policies would not only harm communities the world over, but be counterproductive.

Are we in the throes of a global backlash against immigration?

We’re seeing an increasing focus on immigration in response to the severe economic crisis, rising unemployment and falling living standards. [Much of which is due to mass Third World immigration.] As has happened throughout history, there’s a tendency to blame immigrants for these problems. Politically, it’s an easy option, but it’s never worked out too well as a strategy. [Bull.]

And there are clear signs of this?

In the worst case, there has been a wave of physical attacks on immigrants in Greece this year, with people being beaten up or stabbed just because of the way they look. [Liar. They are being attacked because they are known illegal aliens.] On the political level, there are also very real examples of anti-immigration policies. In the U.K., the government has put dramatic caps on migration, which are making it hard to hire skilled workers. [Ridiculous. As if there were a lakc of skilled workers.] It’s so difficult to get a visa now that I’m finding that people from, say, China or South Africa are no longer willing to come to academic conferences here. [Is this a criticism of the policy, or a compliment?] In Spain, immigrants are offered lump-sum payments to go home. [Well, that’s no good. They should simply be deported, and if anything, their nations charged a fee for the deportation and other Spanish services the aliens exploited .] In the recent French elections, the far-right National Front campaigned heavily against migration and won almost a fifth of the votes. In the U.S., immigration is a hot topic ahead of the elections, although what’s interesting there is that since Latinos are such a significant voting force it changes the dynamic.

[Immigration has been completely ignored by the candidates and the media, and eligible Hispanic voters are a completely insignificant voting force. You couldn’t trust this mook to give you the correct time of day!]

What would have to happen for a government to really shut the door?

If rich countries were really going to shut the door on immigration, they would need to stop international flights [lie], block their ports [lie], end tourism [lie] and brace themselves for a rapid contraction in GDP [lie]. Far from seeing unemployment fall, it would rise: companies would fail as they lose staff and management, and demand would fall. Ironically, we would expect to see a higher number of illegal immigrants. [That is neither ironic nor true.] In the U.S., whenever the government has taken a tougher line on immigration-law enforcement, the number of Mexicans living there illegally has actually risen. [Lie.] This makes sense when you consider that, if you know you’re not going to be allowed back into a country, you’re going to stay, rather than leave when the jobs dry up.

Who would feel the impact the most?

Migrants to start with: the legal ones before the illegal ones. Then everyone else. So many industries — from agriculture to health care to construction to technology to tourism — depend on migrant workers. [I give up.] Hospitals would close as they lose cleaners and heart surgeons alike. Women who depend on [illegal alien] foreign nannies to go out to work would suffer. [Perish the thought! American women raising their own children!] There would also be a very damaging impact on the migrants’ home countries: in many developing countries, it is striking that the financial support from expatriate remittances well exceeds foreign aid — yet this vital assistance would dry up. [Again, is that a criticism or a compliment?]

What would the broader consequences be?

As well as the ethical implications and the loss of cultural diversity, locking out immigrants would fundamentally undermine the competitiveness of developed economies. [You have to understand that this guy embraces evil, so that for him any policy that increases the ability of white nations to survive is ethically dire. How would losing “cultural diversity” be bad?] Immigrants are a self-selecting group: they’re the risk takers, the ones who are ready to make a massive sacrifice. It takes a lot of bravery to become an outsider, which makes migrants a great source of dynamism. [But aliens are politically privileged in all white nations; thus, they are not brave or dynamic, as opposed to destructive. And the kind he champions only take, and have nothing to offer.] If you look at the U.S., more than half the start-ups in Silicon Valley are founded by migrants, as well as many of the most iconic firms — Apple, Google, Yahoo, PayPal. Migrants account for more than three times as many Nobel laureates and Academy Award film directors as native-born Americans. Developed countries can’t afford to lose them.

What would a society without immigration feel like?

It would be like living in North Korea.

[So, America between 1924 and 1965 was like today’s North Korea? This is clearly a man who has never had to defend his ridiculous talking points, because he lives and works in a racial socialist cocoon, where all dissenting views have been whitelisted as “racist,” etc.]

What’s the best way to prevent a backlash against migration?

I’m not politically naive. I’m not recommending open borders [Yes, you are!], though that might be an ideal to work toward, just as we have with free-trade negotiations over a period of around 50 years. For now, the first thing is to recognize that migration has not been managed well enough. Migrants bring with them short-term, local costs, whereas the benefits are society-wide and long term, so there is a mismatch. [What might those benefits be? I am not aware of any.] Whether we’re talking about Lampedusa, the island off the coast of Italy that is the first port of call for refugees from Tunisia, or Slough, a British town with a large migrant population, local people understandably feel [“feel”] that immigration is a burden. It’s a national issue that needs to be managed on the national level.

Second, leaders need to be more honest. What’s depressing about the current status quo is that there’s no empirical evidence to support this view that immigrants take people’s jobs [tell that to Ed Rubenstein and George Borjas; this guy is shameless], swallow up resources and are a drag on the economy. But the myth is propagated, despite the fact that, depending on how far you go back, we’re all immigrants [apparently he’s not on speaking terms with the English language]. In Britain, Queen Victoria grew up speaking German, and somehow she still came to be seen as this symbol of Britishness. [Tea, China?] We create huge myths all the time, instead of focusing on the facts. [Excuse me?] For example, if rich countries were to admit enough migrants from poor countries to expand their own labor forces by just 3%, the world would be richer, according to one estimate, by $356 billion a year. [He just pulled that number out his ass.] Toronto is made up of 50% immigrants, and it’s consistently ranked as one of the best cities to live in the world. We need more data, and less hearsay. [Toronto was considered one of the world’s loveliest cities when it was lily-white. Since it became overrun with violent Third Worlders who shoot up shopping malls, it is considered a multicultural hell-hole.]

Is this something that’s important to you personally?

Migration has always been a way to escape famine, poverty and persecution. Without migration, I wouldn’t be here, both in the specific sense, as a South African living in England, and in the most literal one. KENOSHA — Kenosha police say seven people are in custody in connection with recent robberies. The arrests followed four undercover operations during the month of August.

Police say the individuals arrested range in age from 14 to 16. All have been referred to the court on charges ranging from party to a crime of robbery, party to a crime of battery, disorderly conduct and resisting arrest.

Police say since July 1st, they have received 12 reports of street-level robberies, with the latest case occurring on September 13th. Additionally, police have received four reports of battery/substantial battery, with six total victims….

The Obama administration is making it easier for bureaucrats to take away guns without offering the accused any realistic due process. In a final rule published last week, the Justice Department granted the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) authority to “seize and administratively forfeit property involved in controlled-substance abuses.” That means government can grab firearms and other property from someone who has never been convicted or even charged with any crime.

It’s a dangerous extension of the civil-forfeiture doctrine, a surreal legal fiction in which the seized property — not a person — is put on trial. This allows prosecutors to dispense with pesky constitutional rights, which conveniently don’t apply to inanimate objects. In this looking-glass world, the owner is effectively guilty until proved innocent and has the burden of proving otherwise. Anyone falsely accused will never see his property again unless he succeeds in an expensive uphill legal battle.

Such seizures are common in drug cases, which sometimes can ensnare people who have done nothing wrong. James Lieto found out about civil forfeiture the hard way when the FBI seized $392,000 from his business because the money was being carried by an armored-car firm he had hired that had fallen under a federal investigation. As the Wall Street Journal reported, Mr. Lieto was never accused of any crime, yet he spent thousands in legal fees to get his money back.

Law enforcement agencies love civil forfeiture because it’s extremely lucrative. The Department of Justice’s Assets Forfeiture Fund had $2.8 billion in booty in 2011, according to a January audit. Seizing guns from purported criminals is nothing new; Justice destroyed or kept 11,355 guns last year, returning just 396 to innocent owners. The new ATF rule undoubtedly is designed to ramp up the gun-grabbing because, as the rule justification claims, “The nexus between drug trafficking and firearm violence is well established.”

The main problem is that civil forfeiture creates a perverse profit motive, leaving bureaucrats with strong incentives to abuse a process that doesn’t sufficiently protect those who may be wrongly accused. Criminal forfeiture is more appropriate because it’s tied to a conviction in a court with the option of a jury trial and evidence beyond a reasonable doubt. Innocents like Mr. Lieto have to fight against the might of the U.S. government with a watered-down standard that stacks the legal deck so prosecutors can get a quick win.

The rule extending civil-forfeiture power to the ATF recognizes this dynamic, stating with perhaps unconscious cynicism that an uncontested civil forfeiture “can be perfected for minimal cost” compared to the “hundreds or thousands of dollars” and “years” needed for judicial forfeiture. Nowhere is there any recognition of the burden placed on innocent citizens stripped of their property, or of the erosion of their civil liberties. In fact, the rule argues that, because in the past the ATF could turn over requests for civil forfeiture to the Drug Enforcement Administration, there has been no change in “individual rights.”

Instead of expanding the profit motive in policing, Attorney General Eric H. Holder Jr. should be working to eliminate it.

Those of you that used to live in Beverly or Mt. Greenwood will be interested in this Tribune article from today.

Seems the numerous funeral cortege [up to six miles long in some instances!!!] of the gangbangers when burying the recently departed from the drive-by shooting are cruising the Beverly and Mt. Greenwood area en route to the nearby Mt. Hope cemetery in unincorporated Cook County and raising a ruckus. Frightening the decent citizens of the area.
In Chicago Tribune operative Jeremy Gorner’s supportive, accompanying video, he lets Pastor Corey Brooks, who officiated at gangbanger Joseph “Lil Jojo” Coleman’s funeral, speechify. Pastor Brooks tells us that the problem is “gun violence,” and that we need “to gang up on the problem, and not on each other.”

In other words, he supports the gangs.

Pastor Brooks tells us that Coleman had a talent that now will not be shared with the world, and that many “inner city” youth are talented. On what does he base his claim? The constant shootings? There is no evidence that Coleman had talent. He has been referred to as “an aspiring rapper,” which is little more than a euphemism for gangbanger. Next, we’ll learn that he was an honor student.

And what if he had been a “rapper”? “Rapping” is what people typically do who have no musical talent.

P.S. (6:09 a.m.): The story's accompanying video is misleadingly entitled, "Fuenral held for gunned down rapper L'il Jojo." Below the title one reads, "Family and friends are arriving for a funeral of rapper Joseph Coleman, known as L'il Jojo at..."

Clearly, an editor or Gorner is trying to confuse readers into thinking that Coleman was not a gangbanger.

As the funeral procession headed through Chicago's Far Southwest Side, mourners weaved in and out of traffic, leaned out of car windows as they sang to music blaring from their stereos and flashed gang signs, a video on YouTube showed.

These rowdy processions for slain street gang members have upset many residents of Mount Greenwood and Beverly, who say they create a public safety problem. There have even been reports of shots fired, police say.

Neighbors want a number of cemeteries in the area as well as funeral homes to take more responsibility for the mayhem, but the businesses say there is only so much they can do to try to control the misbehavior.

Paul Stewart, spokesman for Mount Hope Cemetery, acknowledged it is a popular spot for gang funerals in large part because of its "reasonable" rates — as low as $1,200 for a burial. Though aware of residents' concerns, Stewart said, the cemetery's mission has to be to provide services to a grieving family even if the deceased is a gang member.

[Why should the gangs be such cheapskates? They have lots of money.]

"If a mother has a child in a gang, the services we're providing is for the mother of the child," Stewart said. "The mother is working with the funeral director, and they just want to bury their child."

[No. The mother supported her son’s gangbanging, which is why he’s dead, and likewise supports her son’s gang’s terrorizing of the neighborhood during his funeral procession. Don’ let the mothers off!]

About 200 residents took to the streets on a recent Saturday to show their anger over the issue, marching from Kennedy Park about five blocks to Mount Hope at 11500 S. Fairfield Ave. in unincorporated Cook County. Many hoisted signs saying "Respect the living and the dead."

Barbara Mowatt and other residents in the mostly white neighborhoods were adamant that race is not at play in the protests. The demonstration drew a number of African-Americans as well.

"If you've never seen it, you'd never believe it," Mowatt said. "It's not a black-white thing at all. Have respect for the neighborhood."

[Why would Barbara Mowatt and the other residents even feel the need to defend themselves against charges of “racism,” as if they were the bad guys? Because Chicago Tribune “reporter” Jeremy Gorner race-baited them. He had to have said something like, ‘Are you just protesting these funerals because the people involved are African-American?’

Note that Gorner doesn’t publish what he said to Mowatt. “Reporters” or their editors typically edit out the former’s race-baiting. Occasionally, however, they slip. During the 1990s’, in a New York City TV news story about racist black thugs’ clubhopping in the wealthy Chelsea neighborhood of Manhattan, white residents were complaining about the ungodly noise the blacks were making on the street in the wee hours of the morning. Despicable, professional Chinese “reporter” Ti-Hua Chang was accidentally (on purpose?) shown on camera racially haranguing a resident for complaining about the noise.

(Then again, Chelsea is so full of despicable lefties that maybe it was poetic justice for them to have to deal with Chang’s race-baiting.)

Besides, it is a race thing. Blacks make a point of disrespecting whites. Making so much noise is a big part of it.]

Chicago police and Cook County sheriff's deputies appear to have heard the residents' complaints. Officers have been out in force for at least two gang funerals this month. At both, officers were stationed at points along the procession, while a Chicago police helicopter hovered over the long motorcade of dozens of vehicles, on the lookout for signs of trouble.

At a funeral Saturday for Christopher McGowan, a reputed Black Disciple gang associate who was fatally shot when police say he pointed a gun at an officer, the police helicopter followed the six-mile procession from a church in Harvey to Mount Hope Cemetery. But police reported no trouble.

Earlier this month, gunshots reportedly were fired from a car as the funeral procession for Lil Jojo, an aspiring rapper with alleged gang ties whose real name was Joseph Coleman, moved from the South Side to Mount Hope. Police made two arrests after finding a .45-caliber handgun in vehicle as the procession neared the cemetery.

Police have made several arrests during other alleged gang funeral processions in the area. In a couple of incidents over the summer, mourners drove erratically, including once in July when cars were forced off the road near 107th Street and Western Avenue.

Last May, while responding to numerous reports of cars in a funeral procession driving recklessly, Chicago police spotted a 9 mm handgun in a car stopped by the entrance to Mount Hope. After a high-speed car chase through Beverly, police made two arrests.

Peggy Kerrigan, who lives about three blocks from Mount Hope, said she worries that the gang processions could draw the attention of rivals and increase hazards for motorists and children outside playing.

"You get that worry there is going to be a gang war out there," she said during the recent weekend protest.

Virginia Rowan, a neighbor, suspects that the fallout over the scandal at Burr Oak Cemetery might have led to more gang processions in her area in recent years. Workers at the cemetery in nearby Alsip dug up hundreds of graves as part of a scheme to resell the burial plots, authorities said.

To try to deal with residents' concerns, state legislators from the Far Southwest Side are pushing legislation to limit the number of funerals at cemeteries with a single entrance such as Mount Hope to 10 a day. The idea could limit the number of potential gang funerals.

State Rep. Bill Cunningham, D-Chicago, whose constituents live near Mount Hope and four other cemeteries in the area, estimated that there are about one or two gang funerals a week at the cemeteries.

"It's a public safety issue, (and) neighbors are rightfully upset," he said.

Over the last five years, Stewart, the Mount Hope spokesman, said the cemetery has averaged about 2,900 burials a year, among the highest in the state. Most occur on Fridays and Saturdays, he said.

Mount Hope hires off-duty Cook County sheriff's deputies to work traffic control during funerals, Stewart said. The cemetery also is trying to work with local police and elected officials to possibly open a second gate a half-mile away at 119th Street. However, some residents said that could raise additional problems because the route could be too narrow to handle a high volume of funeral traffic.

A better idea, some residents said, would be to impound the vehicles of motorists driving erratically during processions and to hold funeral directors accountable if they fail to notify police in advance about holding services for slain gang members.

Isaiah Jones, who owns the Southwest Side funeral home where services were held for Lil Jojo, said he always lets police know in advance of gang-related funerals.

The several hundred mourners at Lil Jojo's funeral were the most unruly he has ever seen, said Jones, who has held many services for slain gang members in his 47 years in the mortuary business. Police cleared out the services after the crowd nearly knocked over the casket of the 18-year-old shooting victim.

"You're in the business to make money," Jones said. "But if I had known something like this was going to happen, I would've turned it down."

Chick-fil-A stopped funding traditional-marriage groups in an effort to open a new Chicago restaurant, but the company initially kept quiet about the decision, prompting gay rights groups to speculate that the company feared a backlash from conservative customers.

The Christian-rooted fast food restaurant agreed to stop funding groups such as Focus on the Family that oppose same-sex marriage in a meeting with the Chicago politician who had been blocking the company’s move there. Chick-fil-A wrote a letter to Alderman Joe Moreno affirming this, according to his spokesman, Matt Bailey, but the company initially wouldn’t allow his office to release the letter to the public. Three weeks later they relented.

“There was concern from them,” said Anthony Martinez, executive director for the Civil Rights Agenda, the Illinois lesbian-gay-bisexual-transgender group that negotiated with both Chick-fil-A and the alderman to stop funding for so-called anti-gay groups. “They really didn’t want to announce it, really, but, of course, the alderman needed to clarify why he was changing his stance on them opening a restaurant within his ward.”

Chick-fil-A did not returns requests for comment, and has previously said it will not discuss the issue with the media.

Mr. Martinez said Chick-fil-A told the alderman they will no longer fund groups that support traditional marriage through their charity arm, the WinShape Foundation, and will instead use that money toward educational programs and food donations.

“The WinShape Foundations is now taking a much closer look at the organizations it considers helping, and in that process will remain true to its stated philosophy of not supporting organizations with political agendas,” Chick-fil-A wrote in the letter.

Chick-fil-A also sent an internal memo called “Chick-fil-A: Who We Are” stating the company will “treat every person with honor, dignity and respect-regardless of their beliefs, race, creed, sexual orientation and gender.”

Mr. Moreno called it a win for gay rights.

“Prior to today, Chick-fil-A had a poor record when it came to acknowledging equal rights for all of our citizens, regardless of their sexual orientation,” he said.

“But today, we have a new path: For the first time, Chick-fil-A has changed their practices and promised the workplace protections that all of our citizens deserve. Instead of being a company that openly promotes discrimination, Chick-fil-A has vowed to move forward.”

This could also help in other areas, such as Boston and San Francisco, where politicians vowed to oppose new Chick-fil-A restaurants.

The Civil Rights Agenda was also happy with the move, but said more needs to be done.

“We’re very pleased with this move,” Mr. Martinez said. “We think it is a big step forward.”

The group would also like to see Chick-fil-A include an anti-discrimination policy in the company’s employee handbook. He said companies in many states are still allowed to discriminate against gay and transgender people, so a company policy would help prevent that.

“In the state of Illinois, it is part of the law,” Mr. Martinez said. “But in many parts of the South, sexual orientation is not protected. There are over 20 states still that you can be fired for being gay, and there are over 30 states that you can be fired for being transgender. A lot of people don’t know that.”

The restaurant’s decision comes less than two months after Chick-fil-A sparked a nationwide controversy when President Dan Cathy told a Christian news outlet that he supported traditional marriage. Gay advocacy groups took that to mean that he was anti-gay. They also pointed to the company’s funding for groups that oppose same-sex marriage. Many called for a Chick-fil-A boycott, while others joined in a gay “kiss-in” at the restaurants. Some politicians, including Mr. Moreno, said the restaurant was not welcome in their communities.

But religious supporters fought back, turning out for “Chick-fil-Appreciation Day,” which happened to be the most successful day of business in company history.

Racist display prompts investigation at Los Angeles-area hospital

An investigation is underway after a doll with its face painted black was left hanging from a post at Kaiser Hospital in Riverside, Calif., where several African American employees work.

Kaiser Hospital Riverside in Southern California is investigating what appears to be a racist display directed at several African-American employees who work in the hospital’s IT Department.

The staffers said they work in an area that is restricted to employees only, so when Xavier Fields arrived for work, he was shocked to find a doll with a racial slur across its chest hanging from a post near his work station.

"It’s somebody who works within. It’s a locked area. You don’t go back there," Fields said.

[Sure, it is. A black “somebody.”]

The doll had its face painted black and was dangling from a rope around its neck. "You’re not sure what to think. I got a supervisor and I let them know what’s going on," said colleague Tyree Hale.

The employees said they did not see signs that their complaint launched an immediate investigation. They gave the doll to a manager and said they were so stunned — even scared — that they didn’t file a police report, but left it to the hospital to handle. [Yeah, I’ll just bet they were “stunned” and “scared.” And I just fell off a turnip truck.]

Kaiser issued a statement which read: “We are moving to investigate the matter and will take appropriate action. We do not tolerate any form of discrimination in our workplace and will take all appropriate measures to address the full scope of this situation.”

Still, the workers say they’re not wholly confident in the investigation. "I’m not for sure," said Hale. "I went to the boss and let them know what was going on." Hale said he believes the doll was aimed at him since he is the first of his co-workers to arrive at work in the morning.

[There’s the guy the police should be investigating. He’s the first one in, in the morning, giving him opportunity, and his obsession that someone would target him gives him motive. Who cares about him? Meanwhile, anyone could have the means.]

Asked why he didn’t file a police report, he said, "Sometimes we just shine it off because we’re just trying to stay working and pay our bills."

My biggest problem with the following rant by AA Times racist Charles Blow, is the craven way The Invertebrate, aka Mitt Romney, backed off from a perfectly innocuous statement.

Not to say that I have no problem with the rant itself. It’s quite insane, and it’s only positive function is as yet another example of black racist privilege and toxically high, black self-esteem.

Blow is making such a big stink because he is a racist Obamaton. The John Doe calling himself “Barack Obama” has gone out of his way since usurping the office of President, to shower contempt on our closest and longest ally, by insulting the British Prime Minister, and even the Queen herself.

But there's no end to the ridiculousness. In rant's title, Blow's editor makes the very point that Blow is vilifying: "Anglo-Saxon Heritage."

On Tuesday, The Daily Telegraph, a leading conservative newspaper in Britain, quoted an anonymous adviser to Mitt Romney commenting on the so-called special relationship between Britain and the United States:

“We are part of an Anglo-Saxon heritage, and he feels that the special relationship is special,” the adviser said of Mr. Romney, adding: “The White House didn’t fully appreciate the shared history we have.”
The paper pointed out that the comments “may prompt accusations of racial insensitivity,” and they did.

The reporter who wrote the story said later on Twitter that the anonymous adviser “was a member of the foreign policy advisory team.”

The Romney campaign sought to distance itself from the remarks. As Talking Points Memo reported on Wednesday:

“It’s not true,” Romney spokesperson Amanda Henneberg said in quotes confirmed by T.P.M. “If anyone said that, they weren’t reflecting the views of Gov. Romney or anyone inside the campaign.”
Vice President Joe Biden, in a statement about the Telegraph article, said in part:

Not surprisingly, this is just another feeble attempt by the Romney campaign to score political points at the expense of this critical partnership. This assertion is beneath a presidential campaign.
[“This critical partnership”? But “critical” is stronger language than “special.” If Biden is saying that our relationship to England is even stronger than “special,” why isn’t Blow denouncing him for “racism,” too? Because Biden is a brain-dead, racist Democrat, like Blow.]

Rebutting the vice president’s attack, Ryan Williams, another spokesperson for Romney, said that Biden had “used an anonymous and false quote from a foreign newspaper to prop up their flailing campaign.”

Whew, that’s quite a bit of back and forth, and yet it remains unclear, to me at least, what the Romney campaign is saying. If it is accusing the newspaper of misquoting someone or fabricating quotes, it should demand a retraction.
But according to T.P.M.:

The Telegraph, which stands by the piece, told T.P.M. that the paper has not received a request from the Romney campaign to retract or correct the story.
If Romney’s team is suggesting that someone in the campaign could have said it without Romney’s knowledge or blessing, then the campaign should seek to identify the adviser and dismiss him or her from any role in promoting Romney’s candidacy.

[Fire him? For what?!]

But as is often the case with this campaign and with the modern Republican Party, Romney’s team stopped short of issuing a complete repudiation and demanding a total cleansing of these poisonous ideas from their ranks.

The phrases “if anyone said,” and “weren’t reflecting the views” are weak and amorphous and don’t go far enough towards condemnation.

The reason is simple: the Republican Party benefits from this bitterness. Not all Republicans are intolerant, but the intolerant seem to have found a home under their tent. And instead of chasing the intolerant out, the party turns a blind eye — or worse, gives a full embrace — and counts up their votes.

Take Romney’s relationship with Donald Trump. Trump, one of America’s most prominent and vocal birthers, is also a Romney surrogate and major fundraiser. Just last week, after Sheriff Joe Arpaio of Maricopa County, Ariz. held a press conference to announce that he believed that the birth certificate that the president supplied is fake, Trump went on a radio show hosted by Fox’s Sean Hannity to say: “The fact is Sheriff Arpaio is, in my opinion, correct.”

The problem with courting or even countenancing the fringe is that it’s an incredibly short-sighted strategy. With every new gaffe the gulf between the Republican Party and our ever-diversifying nation grows.

[What “gaffes”? Note Blow’s presumption that he speaks for “our … nation.”]

As The Atlantic’s Max Fisher pointed out, assuming that the term Anglo-Saxon is a “colloquialism for the English people”:

In the 2000 U.S. census, only 8.7 percent of Americans identify their ancestry as English, which is ranked fourth behind German, Irish, and African-American.
The bipartisan National Association of Latino Elected and Appointed Officials Educational Fund projects that in November the Latino vote will be almost 26 percent higher than it was in 2008. That would be a staggering increase.

[I don’t know which statement is more ridiculous: That NALEO is bipartisan, or that the Hispanic vote will increase almost 26 percent over 2008, not that it is going to be decisive, in any event.]

No amount of corporate money and voter suppression [?!] can hold back the demographic tide washing over this country. As each of these gaffes further reaffirms the Republican Party’s hostility to minorities, the shorter the party’s lifespan becomes.

[As someone recently wrote, it is the corporations that have paid for the “demographic tide washing over this country.” Blow is as phony as a three-dollar bill.]

I for one don’t believe that this is a coordinated effort. It’s the seepage from a hateful few slipping in like water through a compromised dam. But it will not be enough for the Republicans to plug the holes. They must drain the reservoir.

[Over 90 percent of the reader comments were racist vituperations in agreement with Blow. Considering the heavy hand of the Times’ censors, however, that tells us little. I was able to find three non-pc comments which the censors permitted through, so as to hide the fact that they were censoring the rest.]

1. I don't really see how saying the United States shares an Anglo-Saxon heritage with the UK is racist. Perhaps it's meant as a "code-word," but the fact is we DO have a deep shared history with Britain that has nothing to do with the percentage of people descended from English immigrants.

We speak English, our law is based on English common law, our government resembles that of England in the 1700s (except our king is elected), we've been militarily aligned with them for most of the last century, we learn the basics of English history in school, we read Shakespeare, we've practically canonized Winston Churchill (who really was racist), we eat up news about the Royal Family, etc, etc.

8.7 percent of Americans may be descended from English immigrants, but our Founding Fathers were all British subjects, our nation was born out of the British Empire, and our legal, cultural, academic, economic and political institutions are all heavily influenced by English history and thought. Acknowledging that that shared history closely links us with Britain isn't racist.

I'm not saying that there isn't racism in the Republican camp, but I don't see it in this quote.

Agreed.

On the other hand, we can see a typical display of whiny identity-based PC victimism (which, thankfully, more and more people are coming to reject and disassociate from) in Mr. Blow's response to it.

That's controversial? No one recalls how the White House has repeatedly snubbed the UK?

There are certainly many inferences drawn from the reported comments but they are merely inferences, and partisan at that. What is not partisan is that the UK and US do share an Anglo-Saxon heritage, along with Celtic. Without these ethnic groups there would be neither a UK nor a US. One of Mr. Obama’s first acts as president—returning the bust of Winston Churchill—confirmed his less-than-positive attitude towards the UK that was publically revealed in his semi-fictional autobiographies. This being said, what was incorrect regarding the statement being discussed?
