    Never an instance of voters casting a correct ballot in all cases. Among some voters people make mistakes.

    Just Chicago politics and voting writ large USA. Even when O'Bama the Irishman elected that one precinct in Philly had 40,000 votes cast and EVERY last one went for O. YEP, statistically impossible. Sooner or later some one does cast an incorrect ballot.
