Black male, approximately 61 years old.

Aliases and distinguishing marks: Allegedly Commissioner of Police, Baltimore City, Maryland, often seen in uniform of a high-ranking police officer. Bald and with a powerfully-built upper body. Should be considered armed but harmless, at least toward criminals of color.
