On the consequences of the President suing, instead of arresting new york city's criminal leaders

If you arrest someone, that's an immediate stand against the lawbreakers. Sue them and it could go on for months--without the illegality being resolved. Then there are appeals--which would allow it go on for years.

Kick the can, in other words. Arrests of gov't types is verboten unless payola wasn't delivered as promised.
