Between the neighborhood, Washington Heights, being overwhelmingly Dominican, and the perp's appearance, I’m going to guess that he's Hispanic.
Note that in recent years, fake news reporters increasingly use the descriptor “maniac” or otherwise play the crazy card, regarding violent, racist, black and sometimes Hispanic criminals, in order to diminish the perp's culpability, especially when they have attacked victims not from affirmative action groups. Thus, such descriptors have become unwitting signals as to the very identity of the perp that the “reporters” are trying to hide.
The Brotherhood for the Protection of Colored Criminals uses the crazy card to blame White cops for doing their jobs, as the Brotherhood believes that black and Hispanic criminals have a license to kill, and Whites have a duty to die. But for the Brotherhood, any old pretext'll do.
