But that little drama was no excuse for turning children into psychiatric patients at the sight of a smiling man on the street.</i><br /><br />Actually, based on just what your description says, there was no reason to remand the man. He could have been going on a joyride, and could be one of those nerdy people who love certain things that are primarily aimed at children (e.g. bronies, Transformers fans, G.I.
