Jose Roberto Hernandez-Penal, 20, of hyattsville was charged with first-degree rape and other charges after police said he allegedly approached two women along the northwest branch trail in the 10700 block of Columbia pike and assaulted them.

    Seems like every other news story I see they involve the 13% or a Mex, even here in pdx where the 13% are more like 6-7%. According to the article, he faces a life sentence. Wonder if that's really going to happen.
